After lengthy negotiations a new public sector pay structure is in place that means significant increases to the coefficients used to calculate salaries for different occupations. Overall public sector workers are set to benefit on average by 13.5% in comparison to pay levels in 2023. A proposed new system of public sector pay has been criticised by unions for failing to provide salary coefficients for different occupations that would be a fair reflection their skills, workloads and responsibilities. The HSSMS-MT health workers’ union has called for proper recognition of nurses’ level of education and have made clear that it feels its members have been less fairly treated than doctors who are taken action against the proposals. The LVSADA health workers’ union reached an agreement with the Ministry of Health on 18 October that will deliver pay increases for doctors (10.6%), nurses (6.5%) and assistant nurses (6.9%) in 2024. This means that medical personnel will have seen pay rises of around 23-24% for the three-year period 2022-24. There will also be an additional €40 per month (gross, average) for non-medical personnel in 2024. The agreement was negotiated with the new health minister and resolves a long-standing dispute over pay.

The HSSMS-MT healthcare union reports that following the third round of public sector pay negotiations, unions have accepted a pay increase of 5%, an improvement on the 3% offer made in the second round of bargaining. The unions have also secured the €300 Christmas bonus that they were looking for and an Easter bonus of €100, less than they wanted but a €30 improvement on the previous offer. There is also a commitment that, should the new pay system not be in place by 1 March 2024, then negotiations would open for a general pay increase.

The HSSMS-MT health workers’ union reports that in the second round of public sector pay negotiations the government has put forward an offer of a 3% increase along with a €67.73 increase to the Christmas bonus to take it to €300 and a proposed Easter bonus of €70. This contrasts to the initial claim from public sector unions for a 15% pay increase along with bonuses of €300 for both Christmas and Easter along with other bonuses. EPSU sent a letter to the Ministry of Health in support of demands by the LVSADA trade union that promised pay increases for health workers should be honoured. The union says that in April this year the Ministry made a commitment to award doctors a 4.5% pay increase this year along with pay rises for other medical staff. The HSSMS-MT nurses’ union with the support of the SSZSSH independent health workers’ union has been continuing its series of protests around the country, with a major demonstration planned for 12 May – International Nurses’ Day. The unions are angry that their members have been offered pay rises of only 3%-5% when doctors have been awarded 10% or more. The HSSMS-MT argues that staffing shortages are becoming acute with many workers leaving the sector because of low pay noting that hospital cooks and cleaners, for example, are on salaries below HRK 4000 (€500) a month.

The HSMSS-MT health workers’ union health is launching a series of protests in front of health institutions as part of its “We are health care!” campaign. The first action will be in Dubrovnik in 3 May and further action is planned in Zagreb, Split, Varaždin, Karlovac, Osijek and Vinkovci. After lengthy negotiations the LVSADA health workers’ union has secured an increase to the pay rises offered by the ministry of health. The agreement stipulates that the average monthly salary for medical practitioners will be increased by €120 from 1 April which equates to 6.1%, that is 2.4% higher than the initial offer. Nurses, midwives, physician assistants will see a 10.1% increase (an improvement of 3.9% on the initial offer) and junior staff, including nursing assistants, will benefit from a 16.1% pay rise (an improvement of 6.3%).

The LVSADA health workers’ union organised two further warning strikes on 27 and 28 September following an initial action on 27 July. The union is pressing the government to agree to pay increases for all health workers in recognition of the work they continue to do under difficult circumstances. The LVSADA health workers’ union, supported by associations representing doctors and nurses, organised a warning strike and protest on 27 July, arguing that the government had failed to meet commitments to increase pay. The union says that a 10% increase should have been paid on 1 July on the current salaries of €1963 for doctors, €1183 for nurses, midwives and other professionals and €745 for support staff.
