Following the strike action on 17 November, the Fp-Cgil, Uil-Pa and Uil-Fpl trade union federations were set to organise a national protest outside the Ministry of Economy and Finance on 7 December. The unions are calling on the government to change the budget law for 2024 to ensure funding for renewing collective agreements and providing protection for workers’ purchasing power. They also highlight the failure of the government to tackle staff shortages or make any preparation for the fact that around 700,000 workers are due to retire by the year 2030. Alongside action by the CGIL and UIL confederations, the CISL trade union confederation is planning a national protest in Rome on 25 November over the government’s budget for 2024 and its refusal to engage with the trade unions. Together with demands for increased funding for public services, CISL wants to see action on staffing and measures to reduce precarious work. It also wants the government to commit to negotiating new collective agreements in the public sector. The mobilisations by UIL and CGIL continue with regional stoppages planned for 24 and 27 November and 1 December.

The HSSMS-MT nurses’ union with the support of the SSZSSH independent health workers’ union has been continuing its series of protests around the country, with a major demonstration planned for 12 May – International Nurses’ Day. The unions are angry that their members have been offered pay rises of only 3%-5% when doctors have been awarded 10% or more. The HSSMS-MT argues that staffing shortages are becoming acute with many workers leaving the sector because of low pay noting that hospital cooks and cleaners, for example, are on salaries below HRK 4000 (€500) a month.

The FP-CGIL, CISL-FP and UIL-PA trade union federations are coordinating a national protest of workers in the Ministry of Justice on 10 March in order to put pressure on the ministry to negotiate with the unions over a range of measures essential to improve services. The unions highlight the need to increase staffing through an emergency recruitment plan along with action on pay and conditions, career development and initiatives to reduce precarious work. The unions have been raising all these issues for months but have received no response or indication of a willingness to negotiate.

The FP-CGIL, UIL-PA and UIL-FPL public service federations are planning a week of action from 12-16 December with protests and strikes around the country in protest at the government’s budget for 2023. The unions argue that the budget fails to provide adequate funding across a range of services with nothing to address the cost-of-living crisis, to cover the renewal of collective agreements, to increase public employment, to end precarious contracts, to improve training and to ensure quality of services from childcare to health and social care and across local and national administration. Following their action in July, employees of the Ministry of Defence mobilised again on 28 September to voice their concerns over understaffing and the threat of privatisation. The public service federations – FP-CGIL, CISL-FP and UIL-PA – coordinated the action which called for an emergency recruitment plan and measures to address concerns about restructuring, changes to pay tables, implementation of the collective agreement, agile work (form of telework) and proper consultations with and participation of the trade unions.

Firefighters’ unions, including Fp-Cgil-Vvf and Fns-Cisl have called a national demonstration in Rome on 14 September with urgent demands on pay, staffing, equipment and safety. With services stretched to the limit to tackle the increasing number of forest fires, flood and other emergencies, the unions argue that the number of active firefighters needs to be increased from 33000 to 40000 and professional and technical staff from 2000 to 5000. The three public service federations – Fp-Cgil, Cisl-FP and Uil-Fpl – have organised a day of action across the country on 25 March in public health and local services to put pressure on the government to improve pay and implement an urgent recruitment plan to tackle understaffing across the sectors. The unions say that they presented a list of key bargaining demands two years ago but the government has failed to properly respond or commit the resources needed to fund the demands. The Fp-Cgil public services federation is putting forward a series of measures to address the serious challenges of understaffing in healthcare. The union says that the country needs to recruit 60,000 nurses just to maintain current standards and another 140,000 to reach European standards. It warns that the next five years will see over 52,000 nurses leave for retirement and says that surveys reveal around 50% of nurses are dissatisfied with their work due to the inability to maintain the expected standards of care and their lack of involvement in decisions. With forest fires and flooding posing increasing demands on the fire service, the Fp Cgil public service union has called for employee numbers to be increased to 40000. The union argues that the current complement of 35000 is inadequate with many firefighters working double shifts, longer hours and more overtime. Fp Cgil says that excessive workloads leave workers no time for training and is worried that in the next negotiations the fire service will actually push for longer hours rather than address the staffing shortage. Following their strike action on 9 December last year, the four unions that organise in public administration – Fp-Cgil, Cisl-Fp, Uil-Fpl and Uil-Pa – are continuing to mobilise to secure a new collective agreement and for investment in the modernisation of the sector. The unions are calling for action on staffing not just to increase recruitment overall but also to reduce the extent of precarious contracts and to improve and increase the provision of training. Furthermore, they want measures in place to guarantee workers’ safety in view of the persistence of the pandemic.
