The HSSMS-MT nurses’ union with the support of the SSZSSH independent health workers’ union has been continuing its series of protests around the country, with a major demonstration planned for 12 May – International Nurses’ Day. The unions are angry that their members have been offered pay rises of only 3%-5% when doctors have been awarded 10% or more. The HSSMS-MT argues that staffing shortages are becoming acute with many workers leaving the sector because of low pay noting that hospital cooks and cleaners, for example, are on salaries below HRK 4000 (€500) a month.

The NSF nursing union reports that the latest data from the Norwegian Labour and Welfare Administration reveals a shortage of 4650 nurses and 700 specialist nurses, making it the occupational group with by far the greatest shortage in Norway. They account, in fact, for more than 10% of the total shortage. The NSF says that the figures have never been so bad, excluding the impact of the pandemic in 2021-22 and there is a rising cost to the health system with NOK 2.4 billion (€208 million) spent last year on temporary nursing staff. The POEDHN health workers’ union, supported by the ADEDY public sector trade union confederation, organised a national demonstration on 22 February with calls for urgent action on health service funding. The union is demanding increased staffing and measures to address the widespread use of precarious contracts across the health service. It is also continuing to campaign for better pay and conditions with many health workers facing low pay, often little more than the minimum wage. This is a long-term legacy of austerity with pay cuts imposed in 2009 and pay frozen since 2015.

A documentary on Norwegian TV and a survey by the FOA trade union in Denmark expose similar problems facing workers in eldercare as they have too many clients, leaving those requiring care regularly seeing lots of different carers for short periods of time. The NSF and Fagforbundet trade unions have been considering the findings of a major survey of over 5000 nurses, nursing auxiliaries and assistants in their 50s and 60s, that reveals the pressure they face in terms of physical and mental stress and the main reasons why they tend to leave before retirement age. The ADEDY civil service trade union confederation has called a national strike on 6 April over pay, jobs and public sector funding. It argues that with inflation at a 25-year high of 7% public sector salaries need to be increased immediately. There has been no increase since 2009 when salaries for many public sector workers were cut by 40%. ADEDY is also calling for reinstatement of 13th and 14th month salary payments and an increase in, and extension to the special allowance for arduous and dangerous work. The OSYE prison services union took six days of strike action at the end of February and beginning of March over key demands on safety and staffing. The union is particularly concerned about staff on long working hours and the massive backlog of rest days and holidays that are owed to workers who have done extra shifts to compensate for understaffing. The HSSMS-MT nursing union has joined with other nursing organisations in submitting a series of demands on the government to address the urgent problem of understaffing resulting from emigration and retirement. The joint document highlights the increased pressure that the health service faces and the failure of recent governments to provide solutions. The unions and associations want to see proper recognition of qualifications and responsibilities in the job and pay structure and recruitment of more staff. They are also calling for clear plan to address training and education needs.
