After lengthy negotiations a new public sector pay structure is in place that means significant increases to the coefficients used to calculate salaries for different occupations. Overall public sector workers are set to benefit on average by 13.5% in comparison to pay levels in 2023. Most unions are generally happy with the new system, including the HSSMS-MT nurses’ and health workers’ union which is one of 11 to sign the public sector collective agreement. Members of ver.di at the state-owned DAK health insurance company took strike action on Tuesday 12 March to put pressure on the company in the lead up to the third round of collective bargaining. DAK only marginally improved its offer in the second round of negotiations. Ver.di has called for a 12.5% pay increase with at least €555 more per month – for a term of 12 months. For trainees, there will be €250 more per month. DAK employs around 12,000 people nationwide and the next round of bargaining was due on 15 March.

The ver.di trade union continues to negotiate with employers in the private and non-profit health sector to tackle staff shortages. The latest success comes after 19 days of strike action at the Jewish Hospital in Berlin where staffing levels will be stipulated across most areas of operation and employees will get compensation in the form of additional days off if the hospital fails to abide by the agreement. Support from her union, the Marburger Bund (MB) representing doctors, helped a union activist win a legal case against her employer, the Helios hospital group. Franziska Schlosser was an anaesthesiologist at the ENDO clinic in Hamburg, part of the Helios Group. She was active on the union’s bargaining committee and had been a strike leader. She was sacked on 8 June last year following accusations of a working time fraud of 28 minutes which she strongly denied and contested. The MB supported her legal challenge and notes that Schlosser stood her ground over several months despite intimidation

A proposed new system of public sector pay has been criticised by unions for failing to provide salary coefficients for different occupations that would be a fair reflection their skills, workloads and responsibilities. The HSSMS-MT health workers’ union has called for proper recognition of nurses’ level of education and have made clear that it feels its members have been less fairly treated than doctors who are taken action against the proposals. The ver.di trade union has begun to consult members over the deal reached on 9 December with regional government employers after a third round of bargaining. The agreement is comparable to that covering federal and municipal workers and includes a tax-free lump sum of €3,000, which will be paid as a one-off amount of €1,800 in December 2023, followed by monthly payments of €120 between January and October 2024. On 1 November 2024, monthly salaries will be increased by €200 and then increased again by 5.5% on 1 February 2025 (with the guarantee of a minimum increase of €340). Ver.di believes

The HSSMS-MT healthcare union reports that following the third round of public sector pay negotiations, unions have accepted a pay increase of 5%, an improvement on the 3% offer made in the second round of bargaining. The unions have also secured the €300 Christmas bonus that they were looking for and an Easter bonus of €100, less than they wanted but a €30 improvement on the previous offer. There is also a commitment that, should the new pay system not be in place by 1 March 2024, then negotiations would open for a general pay increase.

The HSSMS-MT health workers’ union reports that in the second round of public sector pay negotiations the government has put forward an offer of a 3% increase along with a €67.73 increase to the Christmas bonus to take it to €300 and a proposed Easter bonus of €70. This contrasts to the initial claim from public sector unions for a 15% pay increase along with bonuses of €300 for both Christmas and Easter along with other bonuses. The ver.di trade union is mobilising for a day of action on 20 September to highlight the critical financial situation facing hospitals with many threatened with insolvency. Between 25 September and 6 October, union members will be out promoting the campaign petition with the aim of securing 4000 signatures. The trade union ver.di has launched a petition calling on the government to ensure equal rights for workers employed by church organisations. Currently special rules apply to the major protestant and catholic employers who employ around 1.8 million people and run many health and care services, including hospitals, nursing homes and services, facilities for the disabled and youth welfare, emergency services, daycare centres, etc. As, ver.di points out, these are financed almost exclusively from tax revenues and social security contributions. Members of ver.di employed by the SRH private health company have voted with a 70% approval for the new collective agreement. Workers will get a 5% increase (minimum €150) in on both 1 July 2023 and 1 July 2024. There will also be one-off payments (net for full-time, part-time pro rata) of €1000 in June 2023 and €500 in January 2024. The allowance for trainees will increase by €100 in both 2023 and 2024 and they will get one-off payments of €300 in 2023 and €200 in 2024. Other provisions include extra paid leave for employees with long service.

The recent campaign of protests by the HSSMS-MT and SSZSSH health unions, “We are health care”, led to a meeting with the government to discuss pay and how to ensure that nurses and other health workers do not lose out in comparison to doctors and other health professionals. After two rounds of collective bargaining, the ver.di trade union has agreed a new 26-month deal with the German Red Cross covering around 50000 employees. Members have until June 15 to vote on the agreement which runs to 31 May 2025.
