After lengthy negotiations a new public sector pay structure is in place that means significant increases to the coefficients used to calculate salaries for different occupations. Overall public sector workers are set to benefit on average by 13.5% in comparison to pay levels in 2023. Most unions are generally happy with the new system, including the HSSMS-MT nurses’ and health workers’ union which is one of 11 to sign the public sector collective agreement. However, other unions, including teaching unions, are unhappy with the outcome and argue that the new system fails to deliver appropriate

JHL, Jyty and other unions have negotiated pay increases for employees of companies covered by the Avaintes employers’ organisation. This includes (joint) municipal companies and private companies providing services to municipalities. The pay increases also apply to the Seuretes staff supply company and cover the third year of the collective agreement which runs until the end of April 2025. There will be a general increase of 3.1% as of 1 May 2024 and from 1 February 2024, a previously agreed general increase of 0.3% will also be paid. As of 1 October 2024 there will be a further 0.3% increase

The HSSMS-MT healthcare union reports that following the third round of public sector pay negotiations, unions have accepted a pay increase of 5%, an improvement on the 3% offer made in the second round of bargaining. The unions have also secured the €300 Christmas bonus that they were looking for and an Easter bonus of €100, less than they wanted but a €30 improvement on the previous offer. There is also a commitment that, should the new pay system not be in place by 1 March 2024, then negotiations would open for a general pay increase.

After nearly nine months the JHL trade union managed to negotiate improvements to the pay and conditions of personal assistants but not before workers in the sector took strike action for the first time. A key aim for the union was to reduce the gap between pay for personal assistants and pay levels in the rest of the social care sector. There will be a €400 payment (adjusted for hours and length of service) to compensate for the delay in finalising the agreement. There will be different pay increases according to the pay level ranging from 3.98% to 6.77% on 1 January 2024 and then from 4.79%

The strike of members of the SDSLN trade union in the Ministry of Justice is over following a close vote to accept the government’s offer of a 12% pay increase. Although below the €400 increase aimed for, the union argues that this is a reasonable increase and goes some way to recognising that workers in the ministry had been undervalued. The SDLSN also notes that it was a significant achievement to maintain the strike and to affirm its legality in the face of legal challenges by the government. The JHL trade union says that further industrial action may be necessary following the failure of conciliation to settle the dispute over a new collective agreement for personal assistants. Negotiations have been continuing since January and the last collective agreement expired at the end of April. JHL has been determined to secure a decent pay rise for worker in this sector characterised by low pay and high staff turnover. Meanwhile, industrial action by unions in the private social services sector – JHL, Tehy, SuPer and Jyty – helped deliver an improved offer from the employers and a 32

The HSSMS-MT nurses’ union with the support of the SSZSSH independent health workers’ union has been continuing its series of protests around the country, with a major demonstration planned for 12 May – International Nurses’ Day. The unions are angry that their members have been offered pay rises of only 3%-5% when doctors have been awarded 10% or more. The HSSMS-MT argues that staffing shortages are becoming acute with many workers leaving the sector because of low pay noting that hospital cooks and cleaners, for example, are on salaries below HRK 4000 (€500) a month.

The JHL trade union reports that negotiations have delivered a two-year agreement in the energy sector that runs to 31 March 2025. Employees will get a 3.5% general increase on 1 August this year along with a €415 lump sum paid on 1 July. Next year the general increase will be 2% from 1 June with 0.5% for the local level.

JHL, JYTY and other trade unions have negotiated an agreement on pay with the Avainta employers’ organisation that covers both municipal companies and private companies providing services to municipalities. The changes to pay reflect what was negotiated last year when it was agreed that pay rises in 2023 would be linked to developments in the technology and chemical industry sectors. The outcome is that there will be a general increase of 2.2% on 1 June and a further 0.4% distributed on a local basis. There will also be a one-off payment of €500 by the end of August 2023 for full-time staff

The JHL, JYTY, SuPer and TEHY have negotiated new two-year agreements on pay covering workers in municipalities and health and welfare services. The agreements include both general and local elements to the pay increases. For municipal workers the combined increases will mean rises of 4.1% in 2023 (plus a €467 lump sum) and 4.0% in 2024. There will be higher increases for health workers who are set to benefit from various elements that go towards a 6.7% increase in 2023 (plus a €467 lump sum) and 6.5% in 2024. The SuPer health and care union has published findings from a survey of workers in early years education that found more than half (53%) of respondents felt that the quality of service had deteriorated over the past five years with insufficient staff seen as the main problem. Over 1,000 union members replied to the survey, with 88% saying that they had experienced staff shortages in their work unit on at least a monthly basis. They survey also found that the increase in other tasks meant that workers had less time for direct contact with children. Almost 80% of respondents are considering

Following the threat of protests and other actions, public sector unions, including the SDLSN state sector union and HSSMS-MT nurses’ union, have secured increases to pay and other benefits. The base for setting public sector salaries will increase by 6% from 1 October this year and then by 2% from 1 April 2023. There will also be increases to the Christmas bonus, the payment of gifts to children and to holiday allowances. Negotiations for the next round of increases will take place next year at the latest in the third week of September.

The Tehy and SuPer trade unions have agreed to a mediated settlement to their long-running dispute with municipal employers that includes pay developments over five years, COVID compensation payments and other improvements to working conditions. The average salary in the health and social services sector will increase by at least 17.3% over five years, with an increase of 15.3% in the first three years. The TEHY and SuPer nurses’ trade unions have condemned the new law that imposes tougher requirements on industrial action in the care sector. Despite the law, further action as part of the unions’ continuing campaign to secure higher pay took place on 27 September and the unions are determined to pursue their claims with SuPer considering declaring mass resignations in home care.
