After lengthy negotiations a new public sector pay structure is in place that means significant increases to the coefficients used to calculate salaries for different occupations. Overall public sector workers are set to benefit on average by 13.5% in comparison to pay levels in 2023. Most unions are generally happy with the new system, including the HSSMS-MT nurses’ and health workers’ union which is one of 11 to sign the public sector collective agreement. The Eurofound research agency regularly carries out surveys of cross-sector and sector European trade union employer organisations to confirm their representativeness for the European social dialogue. Its latest report on the cross-sector level provides an overview of the ETUC in the European Union where it has 74 affiliated organisations in all EU27 countries, of which 62 are recognised as representative at national level. The 74 ETUC members represent some 37 million trade union members, that is, approximately 22% of all employees in the EU27 and about 80% of all trade union members. The

The HSSMS-MT healthcare union reports that following the third round of public sector pay negotiations, unions have accepted a pay increase of 5%, an improvement on the 3% offer made in the second round of bargaining. The unions have also secured the €300 Christmas bonus that they were looking for and an Easter bonus of €100, less than they wanted but a €30 improvement on the previous offer. There is also a commitment that, should the new pay system not be in place by 1 March 2024, then negotiations would open for a general pay increase.

The Eurofound research agency has published a policy brief which underlines the need to tackle poor job quality among a range of essential occupations, including in the health and care, food systems, cleaning and refuse, transport and protective services sectors, along with manual workers in general. The report argues that these workers’ health and well-being were at risk during the COVID-19 pandemic and continue to be post-pandemic contributing to the labour shortages that persist in these sectors. Over the first six months of the years many of EPSU’s affiliates in health and social care have been active in negotiating, mobilising and taking action to secure improvements in pay and conditions for their members. With understaffing a major challenge across Europe, trade unions are fighting for the better, hours and other conditions that will help to retain staff and recruit more workers to these essential services. So far affiliates in 15 countries have been involved in protests, strikes and negotiations, with at least 16 new sector agreements delivering new pay and benefits for workers.

EPSU and HOSPEEM, the European Hospital and Healthcare Employers’ Association, have negotiated a new Framework of Actions on Recruitment and Retention. It includes aspects relating to COVID-19, work-life balance, digitalisation and health and safety. It also stresses social partners’ commitment to strengthen the attractiveness of the sector and to support a rights-based approach to recruiting migrant workers. The framework refers to existing initiatives for retention, e.g., an active ageing policy and EPSU and HOSPEEM emphasise that social partners must be involved in workforce planning

The European Commission’s annual review of Employment and Social Developments in Europe outlines some of the key effects of the pandemic on jobs, employment conditions and social dialogue. It identified uneven regional impacts with the more resilient regions sharing characteristics such as high regional productivity, high level of skilled population levels, big investment in research and development, quality local public institutions and solid digital infrastructure. A new study of the impact of the pandemic in social care in eight countries reveals the problems faced by social care workers and the extent to which trade union action has helped to address issues around personal protective equipment (PPE), sick pay, working time and understaffing. After four rounds of negotiations it was agreed that two pay rises of 2% foreseen for this year would be postponed and paid in January 2021. The existing collective agreement provided for the pay increases along with increases in other allowances and the Christmas bonus and the government had initially wanted to freeze all pay and allowances. However, the postponement was agreed and other allowances will be increased while the Christmas bonus will be negotiated later in the year.
