After lengthy negotiations a new public sector pay structure is in place that means significant increases to the coefficients used to calculate salaries for different occupations. Overall public sector workers are set to benefit on average by 13.5% in comparison to pay levels in 2023. Most unions are generally happy with the new system, including the HSSMS-MT nurses’ and health workers’ union which is one of 11 to sign the public sector collective agreement. The 480,000 workers in municipalities and 140,000 workers in regional government are set to get pay increases of 4% from 1 April as a first instalment of the 6.51% (municipal) and 6.53% (regional) increases over the next two years. Negotiations on a new agreement covering the state sector were concluded on Sunday 11 February with employees set to get a 7.4% pay increase over two years that should deliver a real increase of 2.5%. Public sector unions have welcomed the outcome of negotiations with the employers and government which have delivered a package of pay-related measures backed with DKK 6.8 billion (€910 million) of funding. A number of different groups of workers across the public sector will benefit, particularly those affected by major staff shortages. The HSSMS-MT healthcare union reports that following the third round of public sector pay negotiations, unions have accepted a pay increase of 5%, an improvement on the 3% offer made in the second round of bargaining. The unions have also secured the €300 Christmas bonus that they were looking for and an Easter bonus of €100, less than they wanted but a €30 improvement on the previous offer. There is also a commitment that, should the new pay system not be in place by 1 March 2024, then negotiations would open for a general pay increase.

A number of public service trade unions are involved in negotiations with employers and the government to address pay inequality and staff shortages. In September the government set out proposals to provide DKK 3 billion (€400 million) to cover higher pay for social workers, nurses and workers in early years education and care. The strike of members of the SDSLN trade union in the Ministry of Justice is over following a close vote to accept the government’s offer of a 12% pay increase. Although below the €400 increase aimed for, the union argues that this is a reasonable increase and goes some way to recognising that workers in the ministry had been undervalued. The SDLSN also notes that it was a significant achievement to maintain the strike and to affirm its legality in the face of legal challenges by the government. The FOA trade union and the Danish Chamber of Commerce have agreed a two-year renewal of the collective agreement for employees private care covering also residential homes and nursing homes for the first time. The hourly wage increases by DKK 6 (€0.80) as of 1 March and there will be a further increase of DKK 5.75 (€0.77) per hour on 1 March 2024. FOA made a point of securing a flat-rate increase for all employees. This will mean that a social and health assistant on day duty can will get a monthly salary increase of just over DKK 3,600 (€485) when the full effect of the collective agreement

Following the threat of protests and other actions, public sector unions, including the SDLSN state sector union and HSSMS-MT nurses’ union, have secured increases to pay and other benefits. The base for setting public sector salaries will increase by 6% from 1 October this year and then by 2% from 1 April 2023. There will also be increases to the Christmas bonus, the payment of gifts to children and to holiday allowances. The FOA trade union has sent a wake-up call to politicians from all sides about the need to address pay in the welfare sector. The union brought together 1200 of its shop stewards from across the country in a two-day conference to discuss pay in health, social care and other services and to really gauge the feeling at the workplace. Municipal unions are pushing for the right to full-time work across the sector to tackle what they see as excessive use of part-time contracts. The FOA trade union has calculated the financial implications of full-time (37 hours a week) work for different occupations working different hours. For example, a social and health care assistant, who today is 41 years old, can increase their lifetime income (including all allowances and pensions) by DKK 5.3 million (over €700,000) by working full-time instead of 25 hours.
