The head of OSSOO, the Trade Union of State Bodies and Organizations, has written to the Prime Minister requesting a hearing on salaries in public services and administration. The union argues that a very large proportion of people working in the public sector who are ensuring the good functioning of services to the population, are no longer able to provide for themselves and their families. The HSSMS-MT nurses’ union with the support of the SSZSSH independent health workers’ union has been continuing its series of protests around the country, with a major demonstration planned for 12 May – International Nurses’ Day. The unions are angry that their members have been offered pay rises of only 3%-5% when doctors have been awarded 10% or more. The HSSMS-MT argues that staffing shortages are becoming acute with many workers leaving the sector because of low pay noting that hospital cooks and cleaners, for example, are on salaries below HRK 4000 (€500) a month.

The HSSMS-MT health union reports that the latest round of collective bargaining left public sector trade unions disappointed as the government failed to consider their call for a 4% increase in basic pay in the light of increasing inflation and particularly rising energy prices. The government said that a 2% pay increase from 1 April was all that was possible and that any further increases would have to be discussed later in the year. However, no further negotiations were timetabled. The unions said that they would report back to their members and consider the next steps.

Civil service unions, including OSSOO representing state workers and those representing health, social care (OSZSP) and cultural workers, signed a new higher-level collective agreement on 4 October. The agreement will run from 1 January to 31 December 2022 with the possibility of an extension for a further year. The agreement covers a range of rights such as paid leave for personal reasons, so-called indisposition leave, and service- and age-related payments as well as invalidity and retirement pensions.
