The Council of Ministers in Bulgaria has agreed to allocate BGN 180 million (€92 million) for a salary increase benefiting 53,000 state administration employees. A proposed new system of public sector pay has been criticised by unions for failing to provide salary coefficients for different occupations that would be a fair reflection their skills, workloads and responsibilities. The HSSMS-MT health workers’ union has called for proper recognition of nurses’ level of education and have made clear that it feels its members have been less fairly treated than doctors who are taken action against the proposals. The HSSMS-MT healthcare union reports that following the third round of public sector pay negotiations, unions have accepted a pay increase of 5%, an improvement on the 3% offer made in the second round of bargaining. The unions have also secured the €300 Christmas bonus that they were looking for and an Easter bonus of €100, less than they wanted but a €30 improvement on the previous offer. There is also a commitment that, should the new pay system not be in place by 1 March 2024, then negotiations would open for a general pay increase.

The HSSMS-MT health workers’ union reports that in the second round of public sector pay negotiations the government has put forward an offer of a 3% increase along with a €67.73 increase to the Christmas bonus to take it to €300 and a proposed Easter bonus of €70. This contrasts to the initial claim from public sector unions for a 15% pay increase along with bonuses of €300 for both Christmas and Easter along with other bonuses. The strike of members of the SDSLN trade union in the Ministry of Justice is over following a close vote to accept the government’s offer of a 12% pay increase. Although below the €400 increase aimed for, the union argues that this is a reasonable increase and goes some way to recognising that workers in the ministry had been undervalued. The SDLSN also notes that it was a significant achievement to maintain the strike and to affirm its legality in the face of legal challenges by the government. The recent campaign of protests by the HSSMS-MT and SSZSSH health unions, “We are health care”, led to a meeting with the government to discuss pay and how to ensure that nurses and other health workers do not lose out in comparison to doctors and other health professionals. The HSSMS-MT nurses’ union with the support of the SSZSSH independent health workers’ union has been continuing its series of protests around the country, with a major demonstration planned for 12 May – International Nurses’ Day. The unions are angry that their members have been offered pay rises of only 3%-5% when doctors have been awarded 10% or more. The HSSMS-MT argues that staffing shortages are becoming acute with many workers leaving the sector because of low pay noting that hospital cooks and cleaners, for example, are on salaries below HRK 4000 (€500) a month.

The HSMSS-MT health workers’ union health is launching a series of protests in front of health institutions as part of its “We are health care!” campaign. The first action will be in Dubrovnik in 3 May and further action is planned in Zagreb, Split, Varaždin, Karlovac, Osijek and Vinkovci. The CITUB trade union confederation reports that workers in regional health inspectorates and emergency medical centres have seen substantial salary increases from the beginning of December. Regional health inspection staff have seen pay rise by up to 30% while emergency medical staff are getting around 22%. Unions have been organising a series of protests over pay since the autumn. Following the threat of protests and other actions, public sector unions, including the SDLSN state sector union and HSSMS-MT nurses’ union, have secured increases to pay and other benefits. The base for setting public sector salaries will increase by 6% from 1 October this year and then by 2% from 1 April 2023. There will also be increases to the Christmas bonus, the payment of gifts to children and to holiday allowances. Negotiations for the next round of increases will take place next year at the latest in the third week of September.

Over 1500 employees of the National Health Insurance Fund (NHIF) took part in a one-hour warning strike on 13 June organised by trade unions in the CITUB and Podkrepa confederations. The unions are calling for an increase on the basic salaries of all NHIF employees and the creation of at least 200 new full-time positions to ensure that the service can copes with new demand on the NHIF. The unions estimate that an extra BGN 10 million (€5.1m) is needed to cover these costs and wants to ensure that this is include in the NHIF budget for 2022. The Federation of Health Unions (CITUB) and Medical Federation (Podkrepa) have signed a new collective agreement with the ministry of health that will run until April 2024.
