The vida and GPA trade unions representing workers in non-profit care and other services have negotiated a new collective agreement with the Caritas group of religious organisations. The agreement applies to 41 organisations employing 17,700 workers, delivering a range of services such as disability care, education, support for the homeless and those in poverty. After six months of negotiations, workers in church-run elderly care and nursing homes will get an 8% pay increase, along with a cost-of-living bonus of €1500 and a one-hour reduction in weekly working hours to 39 hours. The vpod/ssp public services union says that it is totally unacceptable that certain workers in the care sector are denied basic working time rights. At the moment they face long working days without breaks, double shifts and hours that are not properly registered. Socio-educational staff in care institutions are currently excluded from the working hours provisions in the labour code. In January the vpod public services union won an important case for live-in (24 hours) care workers. The federal court ruled that 24-hour carers, who are placed in private households by temporary employment agencies, must be covered by the labour code. Previously, these workers had no protection which meant no limit to working hours and no rights to rest or time-off because the labour code didn’t apply to working arrangements in private households. The union will continue to campaign for live-in care workers’ rights as the ruling does not apply to those directly employed by households.

Childcare workers in the private sector who are covered by pay regulations rather than a collective agreement are getting a 3.2% pay increase following negotiations led by the GPA and vida trade unions. Meanwhile, full-time workers in private health and social care are now entitled to a 37-hour week as of 1 January. This was the result of earlier negotiations by the GPA and vida unions and reflects their long-running campaign to tackle overwork in the sectors. The unions are also determined to continue their efforts to reduce working time with a target of a 35-hour week.

The GPA and vida trade unions that organise in private health and social care have launched a new campaign, “Words are not enough” with the support of their confederation, the ÖGB. The unions are calling for increased funding for the sectors to improve pay and conditions, increase staffing by at least 20000, reduce workloads and provide a further COVID bonus and additional time off. The unions say that applause and praise for health and social care staff is not enough and action is needed to increase the funding that covers private health and social care.
