Right to Energy Coalition adopts new strategy paper

(2 July 2025) The Right to Energy (R2E) Coalition has adopted new strategy for the next three to five years - a roadmap aligned with the new EU Parliamentary term, and a call to action to make energy a right, not a privilege, for everyone in Europe.

The strategy supports the core vision of the R2E coalitionthat access to clean, affordable energy is a guaranteed human right; that no one should ever have to choose between eating, lighting or warming one’s home. The R2E coalition aims to listen and raise the voices of Europe’s energy poor to make sure they are heard in the energy discussion.

The strategy recognises that energy poverty lies at the intersection of different issues: a warming world that puts people, communities, and planet at risk, increasing social inequality, and an unjust energy system. These multiple dimensions call for a holistic approach to tackle energy poverty’s different causes and consequences in a dignified way.

The strategy takes the external context, EU policies and legislation passed in the last legislative period, and the R2E Coalition’s role in securing the Right to Energy for All as building blocks, to build a roadmap for change based on the theory of change model: input, output, outcome, impact. It will be implemented by coalition members, including EPSU, over the next 3-5 years.

Finally, the strategy invites activists, social movements, workers and their unions to form coalitions at national and European levels to ensure a fair energy transition for all. We call on all European institutions and national governments to take the bold decisions necessary in this time of crisis.

The R2E coalition is a collaborative network of trade unions, anti-poverty groups, social housing providers, NGOs, environmental campaigners, health organisations and energy cooperatives across Europe that campaigns to tackle energy poverty and advance the Right to Energy for all.
