On 29th November 2006, the Employers' Platform of the Council of European Municipalities and Regions (CEMR-EP) and the European Federation of Public Services Union (EPSU) have adopted a joint statement supporting the further development of social dialogue activities between their members at national level .
The joint statement was adopted as part of the activities of the European sectoral social dialogue Committee on local and regional government, which was set-up in 2004 with the support from the European Commission, and where CEMR and EPSU respectively represent employers and trade unions.
In their joint statement, CEMR and EPSU recall that social dialogue in the context of local and regional government aims, among others, at shaping working conditions, improving the efficiency and quality of public services and making employment in local and regional government services more attractive. As such, it directly supports reforms in local and regional government, by facilitating the formulation and ownership of measures developed at workplace or sectoral level to adjust to changes.
The statement goes on to stress that national governments can facilitate social dialogue processes by facilitating the establishment of appropriate frameworks and structures for bipartite dialogue between organisations representing employers and employees in local and regional government, but also by including these parties in suitable tripartite activities, such as the drafting and monitoring of the National Reform Programmes for the Lisbon Strategy.
At their joint meeting on 29th November, CEMR and EPSU members also recalled the importance of involving their national member organisations in the development of the operational programmes for reforms supported by the European Social Fund (ESF). In this relation, the parties were concerned by reports that some Member States are making ESF measures aimed at modernising local and regional administration and services conditional on private sector involvement. They asked the Commission to investigate such situations.
