ILO Committee of Experts Report for 2017 - public service cases

(March 2017) This year's report from the International Labour Organisations's (ILO) Committee of Experts includes many cases that directly involve or have implications for public service trade unions in Europe. In all there are 15 cases from Europe that involve the core conventions and relate to the right to organise, to bargain collectively and the right to strike. Nine of these cases includes references to the public services - Albania, Bulgaria, Croatia, Kazakhstan, Malta, Russia, Turkey, Ukraine and the UK.

There are a further 16 cases that address questions of equality, discrimination and equal pay and 10 of these have a bearing on public services. Other categories of cases include labour inspection (nine European countries), employment policy, employment security, wages and health and safety. It is possible that some of these cases will be taken up at this year's International Labour Conference. The selection of cases will begin at a meeting of the International Trade Union Confederation's Pan-European Regional Council (PERC) meeting in Belgrade on 30-31 March.

EPSU affiliates who are actively pursuing any of the cases listed in the ILO report are encouraged to contact the secretariat ([email protected]) and their national confederation so that their case can be highlighted at the PERC meeting at the end of the month. EPSU will also coordinate with PSI on this.
