Emission Trading Scheme main topic of discussion in social dialogue electricity

A representative of the European Commission DG Environment introduced the proposal for changes to the Emission Trading Scheme. He also commented on the proposals for a joint position put forward by Eurelectric. The trade union side commented on the presentation and underlined concerns about jobs, investments and also to address climate change. The trade union side will work on further proposals. The other issues discussed:

- No agreement was reached yet over a joint statement on Corporate Social Responsibility.
- The toolkit on Demographic Change was approved.
- The Toolkit on Restructuring will require further work as the chapter on outsourcing was not considered sufficient given the importance in the industry of outsourcing.
- The European Commission also presented the outlines of its work on the forthcoming Communication on the Sectoral Social Dialogue (September 2009) . A questionnaire will be sent to the social partners.
- The trade union side presented a number of ideas on how the implementation of the results of the social dialogue can be improved. This will be further discussed with Eurelectric.
- Both sides also agreed to consider stressing to the European Commission that there are skill problems in the electricity industry and that this issue needs to be picked up in the Strategic Energy Review.
- A joint promotion of the European health and safety campaign on Risk assessment will be undertaken.
- Issues not considered due to lack of time: Violence at work, South East European Energy Community, report from the Commission on the Strategic Energy Review and on the Social Agenda.
