Critical analysis of the Security of Supply Directive, October 2004

The European Commission published a Directive on investment in infrastructure to ensure security of supply, December 2003. This Directive is a reaction to the blackouts of 2003 and the mounting evidence that the internal market (competition) does neither deliver investment in the networks nor in reserve and peak capacity. EPSU has pointed out that these would be the consequences of the internal market for many years now. EPSU commissioned an analysis of the Directive from Steve Thomas of PSIRU, University of Greenwich. He is critical of the Directive and questions if it will achieve its objectives. The conflict between the public interest and profit driven corporations remains.
