EPSU Call for Tender

(06 May 2024) Tender specification:

To provide research on emerging health and safety risks in the waste sector

Main tasks

To identify and provide information on emerging occupational health and safety risks in the waste sector and the impact on workers. This could include issues such as:

  • Risks related to climate change (e.g. extreme weather conditions).
  • Risks associated with exposure to biological agents, carcinogens, asbestos etc.
  • Risks associates with GPS tracking and surveillance.
  • Risks associated with ergonomics, repetitive movements and musculoskeletal disorders.
  • Risks associated with physical conditions such as excessive noise, dust, vibrations etc.

It will be very important for the material to be presented in a clear and understandable way and that any technical terms should be explained and interpreted. The report should be about 10,000 words.

The budget mainly provides for desk research. However, EPSU can provide feedback from discussions with affiliated unions on emerging risks in the waste sector at national level and, if required, can facilitate interviews with affiliates for more information.

A near-final draft report will be presented at a workshop with EPSU affiliates and workers in the waste sector in late September 2024. This will allow for discussions and ideas raised during the workshop to be taken into account in the report. The final draft should be ready by the end of October.

Any travel and accommodation costs for participation in these meeting will be covered from the event budget and not from the specific funding for this research.

The maximum funding for this work is EUR 7500 (all taxes and charges included).

The contractor(s) will be selected on the basis of meeting the following criteria:

  • Knowledge of occupational health and safety
  • Knowledge of the waste sector across Europe
  • Experience of writing accessible reports on technical issues for a primarily trade union and/or non-expert readership
  • Experience of presenting research to international meetings.

The bids should set out clearly under specific headings how the contractor intends to carry out the research and how they meet each of the four selection criteria. The bids should be submitted to EPSU, Tuscany Bell ([email protected]), within the 30-day deadline starting from the date the tender first appears on the EPSU website (06 May 2024).
