We are pleased to invite you to a joint EPSU/ETUC workshop on the implementation of the new Public Procurement Directives on 21 May in the ETF. You are also cordially invited on 22 May to join the Sectoral Social Dialogue Meeting Local and Regional Government (SSD LRG) in Brussels. Objectives
There are two main objectives:
1. To take stock and assess the implementation at national level of the 2014 EU Public Procurement Directives; and
2. To discuss how to make the most of the new Public Procurement Directives - what are we doing / what can we do more to:
- ensure respect for employment legislation and collective agreements conditions in public contracts (mandatory social clause)?
- encourage a greater take up by public authorities of the new possibilities to include social and environmental criteria in procurement tenders?
- take advantage of the clarification in the Directives on the right to ‘in-house’ / public-public cooperation?
- avoid potential problems regarding the specific regime for health social services
- raise awareness / campaign at the different levels, and what materials would be useful?

Below you will also find a table that brings together information from EPSU / NSDPP survey (please fill in any information you can in the table – please reply by 30 April 2015 and return to [email protected]). Even if you are not able to participate in the workshop we will appreciate hearing from you about how the transposition and implementation process is advancing in your country.

Methodology
The focus of the workshop will be to gather information on the state of play on the implementation of the 2014 Public Procurement Directives, with representatives from the European Commission, the ETUC, EPSU and local representatives from the CEMR and Eurocities Network. Places are available for up approximately 25 EPSU participants.
EPSU encourages participants from all EU / EEA / EU candidate countries to take part and would welcome in particular representatives from Eastern Europe who have been under-represented so far in the public procurement debates.

Reimbursement
Please note that a limited amount of financial assistance is available for qualifying EPSU affiliates up to 500 EUR for one representative per country in accordance with the EPSU Rules (Financial assistance is only allocated to representatives of unions having fulfilled their affiliation obligations towards EPSU/PSI as laid out in our respective Constitutions and the Cooperation agreement article 18.6 and only to countries under 100% on the ‘5 band’ index).
Taxi costs or other expenses such as parking fees, telephone, mini bar, extra nights will not be reimbursed.

Accommodation and travel
EPSU does not arrange travel bookings or hotel bookings for participants.
Should you require accommodation, a list of hotels offering preferential tariffs to the EPSU/ETUC is attached.
