They were last revised in 2006 and signed by 47 European governments, including Norway.&lt;/p&gt; &lt;p class=&quot;spip&quot;&gt;In Norway, prison officers must carry out 2 years' initial training. However, UNCSE-YS is concerned by the increasing use of unqualified prison officers, representing today 1 out of 4 officers.&lt;/p&gt; &lt;p class=&quot;spip&quot;&gt;The estimated 500 unqualified officers are young, on the lowest pay grade of the state sector and far below the wages of qualified officers, have little or no access to vocational training and work overtime to make up for the low wages. They are not equipped to respond to challenging behaviours that can put their health and safety at risk as well as of other colleagues.&lt;/p&gt; &lt;p class=&quot;spip&quot;&gt;This situation leads to a two-tier workforce and poses a serious risk to maintaining high standards in the care of prisoners as required by the European Prison Rules.&lt;/p&gt; &lt;p class=&quot;spip&quot;&gt;In the absence of a response by the government, EPSU's Norwegian affiliate is resorting to the Council of Europe. The complaint is currently being examined by the Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment.&lt;/p&gt; &lt;p class=&quot;spip&quot;&gt;&#8220;Norway's prisons have probably the best record in Europe in terms of lower incarceration rate, detention conditions, lower recidivism rate, good working conditions and trade union rights. These standards must be maintained and built upon, not undermined for short-term budgetary considerations.&#8221; says Jean-Paul Devos, EPSU's NEA vice-chair (Belgium, CSC services-publics).&lt;/p&gt; &lt;p class=&quot;spip&quot;&gt;To the knowledge of EPSU, it is the first time a trade union is using the European Prison rules on the ground of failing working conditions. It may well be a test case for other trade unions. Whilst not directly binding on governments, the rules are not only an important policy guide to maintain or reform standards in prison services, they have also been been used to back cases at the Strasbourg-based European Court of Human Rights.&lt;/p&gt; &lt;p class=&quot;spip&quot;&gt;The network agreed to send an EPSU letter of support to the Council of Europe, to monitor further developments and publicise the complaint with their respective governments. In the Netherlands a special prison for detainees with mental health issues will be run by private sector. It was reiterated that EPSU is against privatisation of prison services. The UK governments' solution to this problem is, of course, to build more prisons -15,000 more prisoner places over the next few years.
And of course, many of these new prisons will be managed by the private sector.
This will ensure that England and Wales continue to have more private prisons than any other country in Europe.&lt;/p&gt; &lt;p class=&quot;spip&quot;&gt;The Labour Party, which said in 1996, before they came to power, that they would return private sector prisons to state control, have instead continued the work of the previous conservative government.&lt;/p&gt; &lt;p class=&quot;spip&quot;&gt;Jack Straw, the Secretary of State, now tells us that competition is good, but in fact the only thing that can be said about private prisons is that they are cheap.&lt;/p&gt; &lt;p class=&quot;spip&quot;&gt;PCS believes very strongly that too many people are sent to prison unnecessarily and that in many cases, community punishments would be more effective.&lt;/p&gt; &lt;p class=&quot;spip&quot;&gt;And of course there are many for whom prison is totally unacceptable and indeed damaging: the mentally ill, drug addicts, vulnerable women and children and people with learning disabilities, for example.&lt;/p&gt; &lt;p class=&quot;spip&quot;&gt;Over the last few weeks and months, Jack Straw and others have begun to state that magistrates and judges should send fewer people to prison.&lt;/p&gt; &lt;p class=&quot;spip&quot;&gt;This has been tried before, but without sustained investment in community punishment and supervision, mental health treatment and drug misuse treatment, simply asking the courts to send fewer people to prison will fail once again.&lt;/p&gt; &lt;p class=&quot;spip&quot;&gt;Finally, the growing prisoner population is being used as a pretext for privatisation, and we are aware that some EU governments are now actively considering these options.&lt;/p&gt; &lt;p class=&quot;spip&quot;&gt;PCS states, clearly and without reservation, that making profit from the imprisonment of offenders is morally wrong and indefensible.&lt;/p&gt; &lt;p class=&quot;spip&quot;&gt;In conclusion, we welcome the work of EPSU in organising this event and we hope it will be the start of a massive campaign throughout Europe to force a radical change of direction by our governments.&lt;/p&gt; &lt;p class=&quot;spip&quot;&gt;PCS will firmly support these efforts and I know you will do the same.&lt;/p&gt; &lt;p class=&quot;spip&quot;&gt;Thank you.&lt;/p&gt;&lt;/div&gt;

Les derni&#232;res campagnes &#233;lectorales en France sont r&#233;v&#233;latrices. En effet, la s&#233;curit&#233; &#233;tait, et reste, un enjeu majeur alors que dans ce m&#234;me temps les d&#233;bats concernant les probl&#232;mes &#233;conomiques et sociaux sont &#233;cart&#233;s. Aujourd'hui les reculs en mati&#232;re sociale (retraites, s&#233;curit&#233; sociale, &#233;cole, sant&#233;....) et &#233;conomiques (licenciements de masse sur tout le territoire) sont sans pr&#233;c&#233;dents, tout comme l'est le taux de d&#233;tention. La polarisation sur le s&#233;curitaire semble servir de paravent aux politiques, dans la plupart des pays industrialis&#233;s, et ce, afin d'&#233;vincer les reculs d&#233;sastreux dans tous les autres domaines.&lt;/p&gt; &lt;p class=&quot;spip&quot;&gt;Par ailleurs, le contr&#244;le, la s&#233;curit&#233;, l'incarc&#233;ration deviennent du fait des taux &#233;lev&#233;s de d&#233;tention, une v&#233;ritable industrie. Effectivement, tous les syst&#232;mes de s&#233;curit&#233; : cam&#233;ras, alarmes, syst&#232;mes de brouillages de t&#233;l&#233;phones, bracelet &#233;lectronique sont les nouveaux produits et besoins qui permettent le d&#233;veloppement florissant de cette industrie contemporaine. Les prisons privatis&#233;es sont aussi des ressources pour les march&#233;s et entreprises priv&#233;es. En France, les 13 000 nouvelles places permettent la construction de quantit&#233;s de prisons priv&#233;es. L'Etat n'en sera que le locataire.&lt;/p&gt; &lt;p class=&quot;spip&quot;&gt;Cette politique p&#233;nale a pour cons&#233;quence un taux d'incarc&#233;ration qui ne cesse d'augmenter, nous le savons et les cons&#233;quences sur le terrain sont nombreuses et d&#233;sastreuses.
Les conditions de travail se d&#233;t&#233;riorent, le surmenage produit fatigue et stress. Comme le disent certains coll&#232;gues, tout cela peut &lt;strong class=&quot;spip&quot;&gt; &lt;i class=&quot;spip&quot;&gt;&#171; entra&#238;ner de la d&#233;motivation mais surtout des fautes professionnelles, des d&#233;rapages pour lesquels bien entendu l'administration ne manquera pas de nous sanctionner ! &#187;&lt;/i&gt; &lt;/strong&gt;&lt;/p&gt; &lt;p class=&quot;spip&quot;&gt;Les missions des diff&#233;rents personnels qu'ils soient de surveillance, administratifs, techniques ou sociaux ne peuvent plus &#234;tre remplies correctement. La prison se d&#233;shumanise, notre travail aussi. La dignit&#233; humaine des d&#233;tenus ne peut &#234;tre pr&#233;serv&#233;e du fait de la surpopulation carc&#233;rale. Ces conditions, cette violence institutionnelle engendre souvent, chez les d&#233;tenus, de la col&#232;re, de la haine. Ainsi, tous les personnels, interlocuteurs de proximit&#233; deviennent alors ceux sur qui cette haine va se d&#233;verser. Outil de cette d&#233;shumanisation, l'architecture des prisons priv&#233;es est &#224; relever : des coursives longues et oppressantes, des plafonds bas avec tr&#232;s peu d'ouverture donc tr&#232;s peu de lumi&#232;re naturelle, des postes de travail isol&#233;s les uns des autres o&#249; la communication entre les personnels est tr&#232;s r&#233;duite. Les futures prisons sont en voie de construction et c'est une agence priv&#233;e qui &#233;labore le cahier des charges. Les professionnels p&#233;nitentiaires ne sont malheureusement pas concert&#233;s afin d'apporter toutes leurs comp&#233;tences. Tout change sauf cela !&lt;/p&gt; &lt;p class=&quot;spip&quot;&gt;Les personnels sont, seront plus que jamais soumis &#224; de mauvaises conditions de travail, la surpopulation carc&#233;rale g&#233;n&#233;r&#233;e par la politique p&#233;nale men&#233;e actuellement transforme la prison en une grosse machine broyeuse. La r&#233;cidive augmente, un homme broy&#233; ne se r&#233;ins&#232;re pas, la machine peut alors s'auto alimenter ! La s&#233;curit&#233;, la prison deviennent un march&#233; financier fructueux et ses besoins illimit&#233;s.&lt;/p&gt; &lt;p class=&quot;spip&quot;&gt;&lt;strong class=&quot;spip&quot;&gt;Dans ces conditions particuli&#232;res, comment lutter ?&lt;/strong&gt;&lt;/p&gt; &lt;p class=&quot;spip&quot;&gt;Il est clair que l'administration veut des personnels soumis. Elle n'h&#233;site pas &#224; sanctionner les rebelles et s'octroie les outils n&#233;cessaires &#224; une ma&#238;trise absolue (statut sp&#233;cial, proc&#233;dures disciplinaires sans possibilit&#233; de d&#233;fense pour les personnels, prime &#224; l'int&#233;ressement pour les cadres.......).&lt;strong class=&quot;spip&quot;&gt; Nous ne pouvons pas nous laisser enfermer dans un tel syst&#232;me ! Nous devons prendre la place qu'il nous revient : celle d'acteurs de nos conditions de travail, de nos missions.&lt;/strong&gt;&lt;/p&gt; &lt;p class=&quot;spip&quot;&gt;Tous les espaces de concertation, &#224; tous les niveaux (local, r&#233;gional, national) que nous pouvons acqu&#233;rir par la lutte et la n&#233;gociation doivent &#234;tre occup&#233;s par tous les personnels et, de mani&#232;re plus organis&#233;e, par les repr&#233;sentants syndicaux. Notre parole, notre travail nos luttes et notre contribution sont essentiels.
