I am proud to say that I have signed the petition calling for a legal instrument for public services at the EU level. For the next 12 weeks, EPSU and its 200+ affiliates, will be making the ETUC petition on public services our number one priority. We aim, in association with the ETUC, the other European Trade Union Federations, and our growing list of allies, to reach our target of one million signatures by the start of the ETUC congress in Seville on 21-24 May.

Parliament majority for a ‘general legal framework on public services’1
Today the European Parliament sent a clear message on public services to the European Commission - act now or lose the support of Europe’s citizens. By a significant margin, Europe’s lawmakers voted through the RAPKAY report on public services and the EU. The report, steered by German Socialist MEP Bernard Rapkay, called for a general legal framework on public services. The report stated the following:
- Citizens should be guaranteed locally controlled, democratic, public services (...).
Commission President tells Parliament “no limits to internal market”
Refuses to set out timetable for clarification on public services
Press Communication (Strasbourg, 26 September) The President of the European Commission, José Manuel Barroso, today refused to accept that there are limits to the internal market, even in the context of public services. Speaking at the European Parliament session on public services, the President stated that there should be no regulation of the market to favour public services. Questioned by Members of Parliament about the Commission’s plans for public services, he refused to give a detailed outline (...).
Call for public services directive gets boost in European Parliament
(Brussels, 19 September) EPSU today joined a broad coalition of organisations in calling for a clear role for public services in the EU. At a seminar organised by the PSE (Party of European Socialists), the 100 plus participants heard a wide range of organisations call for a legal instrument for public services. European wide campaign launch for EU public service directive

The European Federation of Public Service Unions (EPSU) today launched their campaign calling for an EU directive on public services. The campaign launch, which took place in Vienna was organised by EPSU’s Austrian affiliate union GdG. It was attended by the President of the European Social Platform Anne-Sophie Parent, the President of the European Public Service Employers Caspar Einem and the President of the European Local Government Employers, Michael Häupl.
