Freeze on public sector pay and pensions

Last month a law was approved that would see public sector pay and pensions frozen in 2012. However, a government spokesman did not rule out the possibility of increases but these would depend on the performance of the economy.

Prime Minister Emil Boc has made it clear that public sector workers are unlikely to get any pay increase in 2012 unless the economy grows by at least 3.5%.

National protests against changes to labour code

The main trade union confederations organized a demonstration in Bucharest on 16 March in protest at changes to the labour code prepared by the government, in consultation with the IMF and the employers. The changes include: no collective agreements at national level, cross-sectoral or sectoral; greater possibilities to use temporary contracts; discretionary lay offs, decided unilaterally by the employer, without prior notice; and pay and conditions set unilaterally by employers. The confederations are collecting signatures for a general strike that could be organized in April-May this year. They have also announced that they are going to send complaints to the European Commission and the European Court of Human Rights.

Confederations agree on period of action over labour code

The five national trade union confederations have agreed a period of protests that began on 28 February to oppose government amendments to the labour code. The government wants more flexibility and the changes include longer probationary periods and no reference to the national collective agreement.

123,000 public sector jobs cut

The government announced at the end of December that it had surpassed the target set by the International Monetary Fund and cut 123,000 jobs from the public sector, 16,000 more than required by the agreement with the IMF. The total number of public sector workers now stands at 1,274,000 but further cuts are planned for this year.

Unions mobilise outside parliament as government survives vote

Public sector trade unions were part of a major demonstration outside parliament on 27 October in support of a coalition of MPs who were attempting to win a vote of no confidence against the government. In the end the opposition was 19 votes short of the required majority. Trade unions said they would continue their campaign against the austerity measures with a four-hour general strike planned for 3 November, supported by the five trade union confederations.

Union confederations and public sector unions are organising a week of action against the government’s austerity measures and 25% cut in public sector pay. The key demands are for pay cut to be rescinded and for a stop on planned redundancies.

Unions co-ordinate legal action against government

The Sed-Lex civil service federation is urging individual members to pursue legal action against the government and challenge the imposition of the 25% cut in pay that was implemented from 1 July this year. The union is also considering taking a case to the European Court of Human Rights. Another public sector union, Publisind, is also co-ordinating action among its members.

Unions take protests to parliament

Following the public sector strike on 31 May, trade unions continued their protests right up to the national mobilization outside parliament on 15 June. The unions are fighting planned cuts of 25% to public sector pay and 15% cuts in pensions. The action on 15 June was to provide support to the vote of no confidence in the government. However, the government survived and is pressing ahead with the cuts that are due to take effect from 1 July.

Public sector workers strike against pay cuts

A public-sector wide strike on 31 May was followed by further action on 1 June as unions protested against a government-imposed 25% cut in pay. Workers in local government, prisons, hospitals, transport and other services were involved. Further action may follow in the health sector later in the month.
