National Administration social dialogue talks progressing

Steps to formalise social dialogue in the state sector are moving forward. On the trade union side detailed negotiations are being conducted between EPSU and CESI. An EPSU delegation is set to continue talks on trade union representation on 2 February. A representative from the European Commission Directorate General for Employment and Social Affairs will chair the talks. The meeting aim is to build on the progress already achieved between the two sides on 16 November. A draft protocol agreement will be discussed. As the established most representative organisation in the sector (representativity study of social partners in central public services, 2004), EPSU is pressing to ensure that this ‘representativity’ is proportionally reflected in the trade union delegation for the prospective social dialogue committee. This is the key criterion for a successful social dialogue. EPSU policy officer Nadja Salson stated, “We are looking forward to the conclusions of this process so that the proportional roles of the respective organisations can be reflected. Then we can move to the next level - establishing genuine European representation for state sector workers”.
