Response to the Committee of the Region’s
White Paper on Multilevel Governance
The White Paper correctly stresses the importance of local and regional authorities, who today account for 16% of EU GDP, a third of public spending, two thirds of public investment expenditure, and 56% of public employment. It also says that this importance is growing for a number of reasons, not least because of the need for sustainable development. We agree with this analysis. However, EPSU thinks that multilevel governance can only work if it is firmly anchored in a common European framework; one that is based on solidarity, cooperation between the different levels and actors, and a fair and transparent allocation of resources.
