"Social dialogue essential" in electricity and gas in the Western Balkans
European and national social partners from the EU met with trade union and employers from the Western Balkan countries during a two day Conference, 19-20 October 2007. European Social Affairs Commissioner Spidla and Serbian Lanour Minister Rasim Ljajic opened the conference and underlined the importance of the social dialogue especially in the process of legislation, management of change and reforms and leading to agreements.
The social dialogue is a part of the European social model. Together with the Eurelectric counterpart for the employers, EPSU Deputy General Secretary Jan Willem Goudriaan presented the work of the European electricity social dialogue committee. He argued: "Respect for trade union rights and for collective bargaining from employers and governments is fundamental to a successful social dialogue".
The importance of social dialogue was repeated by speakers from European construction, Montenegro employers, Polish trade unions, European textile trade union federation, CEEP and others. One session of the Conference was devoted to the Memorandum of Understanding on the social aspects of the Energy Community. The EPSU Deputy General Secretary participated in a panel with the employers’ representatives from Eurelectric and Eurogas. He stated: "The Energy Treaty lacks a social dimension and the Memoradum is only a half way measure. It does offer a framework for trade unions, employers and governments to address the restructuring the internal market will bring, We expect an effective Social Forum and national social action plans. "
