Roadmap 2007-2009 for the European Social Dialogue in national and European administration

1. Introduction

The multiannual roadmap sets out the strategy and goals we want to achieve and the themes to jointly react on. It deals with a limited number of topics in order to ensure qualitative results and also to allow sufficient space for other issues to be included if necessary and with the agreement of both sides. It should reflect current priorities of trade unions and EPAN and should be integrated in the respective workprogramme of both sides.

2. Objectives

The European Social Dialogue in the national and European administration sector shall aim to strengthen the possibilities of the social partners to shape the future developments regarding employment and ongoing reforms in this sector and to articulate different levels of social dialogue (European, national as well as regional and local levels) It shall in particular:

* Promote quality administrations based on values of accountability, participatory democracy, transparency, equal access, fairness and social responsibility;
* Support the national public administration dimension of the European Employment and Growth Strategy (EES) with a view to examining employment-related issues and developing modern working practices adapted to the needs of public service employers and employees as well as public service users;
* Organise activities to strengthen social dialogue between employer and trade unions organisations in national administration in EU Member States and candidate countries;
* Develop joint inputs in the cross-sectoral social dialogue;
* Address initiatives by the European Commission in the field of employment policy and other policies having an impact on the sector e.g. better regulation agenda, Services directives, follow-up to the White Paper on SGI, public private partnerships;
* Share experience on and promote implementation of EU social directives in civil services (e.g. working time; information and consultation rights; equality and non-discrimination);
* Participate in the directorate for public governance and territorial development (GOV) of the OECD.

3. Themes: Suggested themes are:

Employment and growth strategy

* Joint analysis on the role of public administrations and public investment in the European Employment and Growth Strategy (EES) and the Open Method of Coordination (OMC).
* Development of common objectives/recommendations to serve as reference for social partners at national level focusing, for example on:

Social dialogue and improving quality public administrations

* Organisation of a seminar and workshops on industrial relations to support upwards development of social dialogue in national administrations in the EU Member States and candidate countries;
* Develop common indicators on implementation of EU cross-sectoral agreements (e.g. on stress; telework) and inputs in cross-sectoral social dialogue, e.g. current negotiations on violence at work.

Good governance

* Assess needs for better administrative cooperation and administrative capacity for effective implementation of EU law: mobility, training on EU matters and anti-corruption.
* Critical inputs in the Commission’s methodology for measuring administrative burdens, better regulation agenda and proposed provisions on administrative simplification and cooperation in the draft directive on services in the internal market e.g single contact points; mutual evaluation of authorization schemes.

4. Implementation

Following agreement on these broad lines of the roadmap a more precise programme will be drawn up to fix the timetable and detailed arrangements for its implementation
