National Administration social partners make progress on EU level dialogue

EU Directors’ General of EU Member States’ civil service and EPSU-led trade union delegation -TUNED- sign statement on workers’ mobility, 29 May 2006, Vienna
(2 June, Brussels) As part of the ongoing efforts to improve the social dialogue in national and European administrations, the EPSU-led trade union delegation and directors general for Public administration agreed a statement on mobility of public sector workers. This statement marks the second occasion an accord has been reached, and builds on the agreement secured at the Gateshead seminar on equality and diversity last December.
The Vienna text recommends supporting further cross-border mobility in civil service, taking account of both employees and employers’ interest, as well as the civil service ethos. It considers that mobility is just one policy option, alongside local investment in public and private sector, to increase jobs and growth in Europe.
Peter Waldorff, TUNED spokesperson noted that; "This statement represents a useful public sector contribution to the European Year of workers’ mobility. Public administrations have slowly opened up access to all EU nationals in line with EC Treaties, limiting the number of reserved posts. This is positive progress to the benefit of administrations as a whole. We need to further develop our cooperation with civil service employers on implementing this right to free movement of labour to secure equal treatment and collective culture in the civil service. "
