EPSU meets President of EU Energy Council: UK Minister Malcolm Wicks

(8 November 2005) The EPSU delegation continued the message of the EPSU Energy Conference: Liberalisation of the internal market for electricity and gas market does not bring the benefits acclaimed. The UK Minister, currently president of the Council of Ministers made clear that the EU had decided to open its markets in 2003 and that this decision needed to be implemented. The discussion focused on the agenda of the Energy Council meeting of 1 December.

- Evaluation of the internal market for electricity and gas. EPSU raised the loss of jobs, the lack of investment in networks, new capacity, research and development and training. The Minister made clear he was “keen that skills and training are not neglected” and that this should be discussed in Council. Further discussion concentrated on the impact assessment of new measures and the EPSU tests; the importance of protecting the vulnerable users to prevent fuel poverty; the need for democratic control and a more active and participatory approach of regulators. The EPSU delegation also announced the action of 1 December. The Minister agreed in principle to meet a delegation. Concerning the speech of Tony Blair for the European Parliament and the energy discussion by the European Council (27 October) which referred to a European energy grid, this will be developed further by the Commission.

- Climate Change and Sustainable Energy The further development of renewables and the stress for energy savings and energy efficiency is supported by EPSU. EPSU has also been positive about emission trading. The social and employment dimension needs more attention though for example through transition programmes for workers in sectors affected. This was recognised by the Minister

- EU-Russia Energy Dialogue EPSU repeated its demand to have a stakeholder approach that would include trade unions, environmental organisations and others.

- South East European Energy Community A long discussion took place with the Minister on the importance of the social dimension of the Energy Community and the importance to support the work of the Commission and the social partners for a social pillar.

A copy of the report of PSIRU on the evaluation of the Directives was handed over to the Minister.

The EPSU delegation consisted of EPSU Standing committee president Sven Bergelin, vice-presidents Jan Ruden, Reszo Gal and Claude Pommery, and UK colleagues Steve Bloomfield (Unison) and Mike Clancy (Prospect) and EPSU Deputy General Secretary.
