2nd Workshop on Decentralisation, the changing role of the State and trade union responses

EPSU is a partner in a EU-wide project called TRACE (for more information on Trace see http://www.traceproject.org).

Through TRACE we want to better understand, anticipate and manage restructuring in national, regional and local government, especially in relation to decentralisation.

The first of three TRACE workshops on these issues took place in Oxford, 30 June - 2 July 2005, in cooperation with the UK members of the LRG and NEA Committees.

The second workshop(*) took place on 15-17 December 2005 in Ver.di Training Centre, Berlin, Germany.

We are pleased to send you our report of the TRACE 2 workshop. We hope that you find it an accurate reflection of what was in our opinion a very interesting and useful discussion. Our assessment is that the workshop has laid solid foundation for the drawing up of the handbook on public sector decentralisation, a first draft of which will soon be available on the TRACE online server (please see below) and final workshop and we would like to thank you for your contribution.

We also send you a (short) evaluation form - if you have additional comments that you would like to send us on the workshop we would be very glad to receive them.

As agreed at the workshop, we would kindly remind those who have not yet sent the case studies they presented in workshops and plenary to do so as soon as possible, thanks.
