Commission responds to EPSU over liberalisation of water services

The European Commission opened a debate to liberalise Europe’s water services in 2002. A speech of Commissioner Bolkestein and a study for the Commission on competition in water where the first indications, followed by a survey of Member States practices, a leaked internal document, debates in the European Parliament and a section on water in the priorities for the internal market strategy paper of the Commission. An article in the Competition news letter of the Commission in summer 2004 revealed the direction of Commission thinking. Since the leaked document we are aware that the Commission is working on a paper on how to promote competition. EPSU intervened with different Commissioners arguing that competition in water services should not be a priority. Please find the EPSU letter and the response of the European Commission.
