Devastating critique of EU evaluation of SGI: Commission manipulates results

The European Commission published a Horizontal Evaluation Report assessing the performance of services of general economic interest in liberalised sectors.
EPSU commissioned the University of Greenwich to analyse this report. The critique is devastating. The report is biased and disregards evidence in its own research that is critical of liberalised public services. The Commission spin doctors the results. Research for the Commission that argues that liberalisation of services of general economic interest does not contribute to long-term dynamic efficiency and does not contribute to long-term labour productivity is simply ignored. Findings that clearly link liberalisation with a loss of employment are twisted and do not show up. The Commission continues to contravene demands of the European Parliament which has argued for open and transparent debate and independent analysis. The Commission is not capable of considering its own work critically.
